Brief History of IPPIS
The story of Federal Government Employees will not be complete without IPPIS! But what is IPPIS? It stands for Integrated Payroll and Personnel Information System.
As part of its Reform programme, the Federal Government in October 2006 came up with an idea of employee payment system to improve the effectiveness and efficiency in the storage of personnel records and administration of monthly payroll in such a way to enhance confidence in staff emolument costs and budgeting.
Since inception of the IPPIS project in April 2007, the department have saved the Federal Government of Nigeria billions of Naira by eliminating thousands of ghost workers.
Reason for Implementation of IPPIS
Integrated Personnel Payroll Information System (IPPIS), is designed to enhance data integrity, eliminate ghost workers and consolidate on staff records and management. As a matter of fact, IPPIS was implemented to follow international best practices as obtainable in other parts of the world where Information Communication Technology (ICT) is used to improve management reporting.
The Pilot Phase implementation which was financed by the World Bank commenced in February 2006 at the Bureau of Public Service Reforms (BPSR) upon the approval of the Federal Executive Council (FEC) while the project went live in April 2007 with seven (7) Pilot MDAs. The management IPPIS was later transferred to the Office of the Accountant General of the Federation (OAGF) in October 2008.
